A native of Holland Patent, New York, Lieutenant Commander Boxall graduated from Holland Patent High School in 1980. He attended the Pennsylvania State University, where he graduated with a Bachelor of Science Degree in Science and was commissioned in 1984.
     Following commissioning, he reported as Gunnery Officer and Damage Control Assistant in USS Merrill (DD 976) homeported in San Diego, California. During that tour, he completed a Western Pacific/Arabian Gulf deployment. While in the Persian Gulf, he escorted Kuwaiti-reflagged oil tankers as part of Operation Earnest Will convoy operations and also served as Gunnery Liaison Officer in offensive combat operations using naval gunfire against Iranian Gas-Oil Separating Platforms (GOSPs) during Operation Praying Mantis in 1988. Following his first sea tour, Lieutenant Commander Boxall attended the Naval Postgraduate School in Monterey, California, where he earned a Master of Science degree in Management Information Systems in 1991. He then attended Department Head School in Newport, Rhode Island, and was subsequently assigned as Combat Systems Officer in USS Simpson (FFG 56). During that tour, he supported United Nations sanctions against Iraq as part of Operation Desert Storm by conducting Maritime Interception Operations in the Red Sea. He also served off the coast of Somalia conducting United Nations humanitarian operations and in the Adriatic supporting multilateral operations off the coast of the former Yugoslav republics.
     Lieutenant Commander Boxall’s second department head tour was as Combat Systems Officer of the newly-commissioned USS Ramage (DDG 61) which was built in Pascagoula, Mississippi, commissioned in Boston in July 1994, and homeported in Norfolk, Virginia. As Tactical Action Officer, he was involved with several live missile firings against German-fired missiles during United States Navy-Federal German Navy Exercises (USN-FGN EX) in the Puerto Rican Operating Areas.
     After his Department Head tours, he was assigned to the Naval War College in Newport, Rhode Island. He earned his Master of Arts Degree in National Security and Strategic Studies and was subsequently assigned to the Armed Forces Staff College in Norfolk, Virginia, where he completed his Joint Professional Military Education. From this assignment, he was assigned to USS Hue City as Executive Officer in January 1998.
     Lieutenant Commander Boxall's awards include the Navy and Marine Corps Commendation Medal (gold star in lieu of third award), the Navy and Marine Corps Achievement Medal, Combat Action Ribbon, Joint Meritorious Unit Award, Navy Meritorious Unit Commendation, Battle Efficiency Ribbon, National Defense Service Medal, Armed Forces Expeditionary Medal, Southwest Asia Service Medal, and Sea Service Deployment Ribbon, and the Navy Marksman-Pistol Sharpshooter Ribbon.
